DESCRIPTION
This macro takes a count for the number of 16 bit integers needed and returns
storage for them. It is defined by:
#define INT16_REALLOC(p, n)
(kjb_int16*)kjb_realloc(p, ((Malloc_size)(n))*(sizeof(kjb_int16)))
NOTE
n is cast to Malloc_size is almost always size_t.
