const_next_token - Sets the begining of string to next non-blank/tab

void const_next_token(const char **string_arg_ptr);
DESCRIPTION
Destructively resets the begining of a string to next non blank AFTER
next blank.
NOTE
This routine is the same as next_token, except that the constness of
**string_arg_ptr is made explicit. Neither version changes the input
string characters.
