DESCRIPTION
This routine copies part of the integer vector pointed to by source_vp to
the integer vector pointed to by *target_vpp. "length" elements are copied
starting with "first_elem." If *target_vpp is NULL, then it is created.
If it is the wrong size, it is resized. If source_vp equals NULL and
*target_vpp does not, *target_vpp is freed.
RETURNS
On success, this routine returns NO_ERROR.
On failure, this routine returns ERROR and sets an error message.
If the specified range goes outside the bounds of source_vp, set_bug()
is also called.
