DESCRIPTION

This routine reads an integer matrix of a specific size from a file containing data formatted into fixed rows and columns. The matrix dimensions are assumed to be identical to those of the input matrix which must exist. The data in the file must have one line of data per row. "fp" points to a FILE object specifying the file to read the data from. "mp" points to the matrix which will recieve the data.

RETURNS

NO_ERROR on success and ERROR on failure, with an appropriate error message being set.
