DESCRIPTION
This routine reads an integer matrix from a file containing data formatted
into fixed rows and columns. The matrix dimensions are controlled by the
formatting of the data in the file. For example, if the input file contains
5 rows of data, each with 3 columns, then the output matrix will be 5 X 3.
"fp" points to a FILE object specifying the file to read the data from.
The integer matrix *result_mpp is created or resized as necessary.
RETURNS
NO_ERROR on success, and ERROR on failure, with an appropriate error
message being set.
