DESCRIPTION
This routine reads a vector vector from a file containing data formatted into
fixed rows and columns. The vector vector dimensions are controlled by the
formatting of the data in the file. The number of vectors is the number of
rows, and the number of elements in a given element is the number of elements
in the column.
The vector vector *result_vvpp is created or resized as necessary.
"fp" points to a FILE specifying the file to read the data from.
RETURNS
Either NO_ERROR, or ERROR, with an appropriate error message being set.
