DESCRIPTION
This routine reads an integer matrix from a matlab file. If the file is not
a matlab file, then NOT_FOUND is returned. Currently, we support exactly one
matlab file format, namely 4 byte integers, PC format. This will be extended
at needed, but likely not before.
"fp" points to a FILE object specifying the file to read the data from.
The integer matrix *result_mpp is created or resized as necessary.
RETURNS
NO_ERROR on success, NOT_FOUND if the file is not a matlab integer file,
and ERROR on failure, with an appropriate error message being set.
