fp_read_raw_matrix - Reads kjb raw matrix from a stream

DESCRIPTION
This routine reads kjb raw matrix data from a file pointed to by fp.
The matrix *result_mpp is created or resized as necessary.
"fp" points to type FILE as returned by "kjb_fopen".
RETURNS
If the file does not seem to be a kjb raw matrix file, then NOT_FOUND is
returned. NO_ERROR is returned on success, and ERROR is returned on
success, with an appropriate error message being set.
