DESCRIPTION
This routine reads data contained in a file specified by a pointer to FILE
into an integer vector. The length of the new vector is determined by the
number of data elements contained in the input file. The vector *vpp is
created or resized as necessary.
"vpp" is a pointer to a vector pointer.
"fp" points to a FILE that corresponds to the stream to read from.
RETURNS
NO_ERROR on success and ERROR on failure, with an appropriate error
message being set.
