DESCRIPTION
This routine writes data in an integer vector with a title to the file
pointed to by "fp". The vector is output as a column of data. This routine
is largely designed for debugging, and is often called with the macro dbi_cv.
"fp" points to a character array specifying the name of the file to write
data ti. If fp is NULL, output is directed to STDOUT. "vp" points to the
integer vector whose contents are to be written. "title" points to a
title string which is printed before the vector. "title" may be NULL, in
which case, nothing is printed. If the vector itself is NULL, then "NULL" is
printed instead of any data.
RETURNS
NO_ERROR if successful, ERROR on failure.
