NAME

fp_write_vector_length_header - Writes vector length header to a file.

DESCRIPTION

This routine writes the vector length to the file pointer "fp". The header has the format: 
    #! length=<vector-length>
(The "#" is actually the comment char (user settable) and the "!" is actually the header char, also user settable).

RETURNS

Either NO_ERROR on success, or ERROR, with an appropriate error message being set.
