get_initialized_image - Gets target float image initialized to specified value

int get_initialized_image
(
	KJB_image **target_ipp,
	int num_rows,
	int num_cols,
	Pixel *initial_value_ptr
);

DESCRIPTION

This routine gets a target float image initialized to the pixel value provided. If *target_ipp is NULL, then this routine creates the images. If it is not null, and it is the right size, then this routine does nothing. If it is the wrong size, then it is resized.

RETURNS

NO_ERROR on sucess and ERROR on failure.
