DESCRIPTION
This routine finds the largest element in the matrix specified by "mp", and
puts it into *max_ptr. The row and column of the element are returned in
*row_ptr and *col_ptr, respectively. Any of these three values can be NULL,
if you are not interested.
RETURNS
NO_ERROR on sucess or ERROR if there are problems.
