int get_min_matrix_element
(
	const Matrix *mp,
	double *min_ptr,
	int *min_i_ptr,
	int *min_j_ptr
);

DESCRIPTION

This routine finds the smallest element in the matrix specified by "mp", and puts it into *min_ptr. The row and column of the element are returned in *row_ptr and *col_ptr, respectively. Any of these three values can be NULL, if you are not interested.

RETURNS

NO_ERROR on sucess or ERROR if there are problems.
