Pointer to input Vector.

Pointer to min to be found
DESCRIPTION
This routine finds the smallest element in the vector specified by "vp", and
puts it into *min_ptr. The index of the element is returned. If you are only
interested in the index, then min_ptr can be set to NULL.
RETURNS
The index of the smallest vector element, or ERROR if there are problems.
