int get_no_overwrite(void);
DESCRIPTION
The routine returns the current setting of the "no overwrite" action. The
default value is 0 which means that files are over-written. If the value is
not zero, then routines that write to a file as a complete operation and
which consult this module will not over write an existing file. By
convention, if the value is 1, then the abort from writing is silent, if the
value is 2, then a warning message is printed.
DISCLAIMER
This software is not adequatedly tested. It is recomended that
results are checked independantly where appropriate.
