get_random_index_vector - Sets a vector with random zeros and ones

int get_random_index_vector
(
	Int_vector **target_vpp,
	int length,
	double fraction
);

DESCRIPTION

This routine creates a vector of length "length", which has a random approximate fraction "fraction" of ones, with the other elements being zero. If *target_vpp is NULL, then this routine creates the integer vector. If it is not null, and it is the right size, then the storage is recycled. If the wrong size, then it is resized. The routine free_int_vector should be used to dispose of the storage once the targets are no longer needed

RETURNS

On error, this routine returns NULL, with an error message being set. On success it returns a pointer to the two target arrays.
