int get_random_matrix_row
(
	Vector **vpp,
	const Matrix *mp
);

DESCRIPTION

This routine gets a random row from the matrix "mp" and puts it into the vector pointed to by vpp. If *vpp is NULL, then the vector is created. If it is the wrong length, then it is resized. Otherwise, the storage is reused.

RETURNS

If the routine fails (due to storage allocation), then ERROR is returned with and error message being set. Otherwise the index of the row selected is returned.
