get_temp_file_name - Finds an appropriate name for a temp file

DESCRIPTION

This routine is essentially a replacement for tmpnam(3C), but the name includes the user name, which helps debugging. In addition, the error messages are better and error handling is consistent with the rest of the KJB library.
