DESCRIPTION

value. This routine is a predicate for the find_in_matrix_by_cols routine. It returns 1 if the elements of column 'col' do not sum to *params (when cast to a double).

RETURNS

NO_ERROR on success, and ERROR on failure, with an error being set.
