is_element_nan - Tests whether an element of a vector is NaN

DESCRIPTION
This routine is a predicate for the vector find functions. It returns 1 if
vp->elements[elem] is NaN.
RETURNS
NO_ERROR on success, and ERROR on failure, with an error being set.
