is_matrix_element_different_from - Tests whether a given element of a matrix is different from a certain value.

DESCRIPTION

This routine is a predicate for the find_in_matrix_as_vector routine. It returns 1 if mp->elements[row][col] is different from *params (cast to a double).

RETURNS

NO_ERROR on success, and ERROR on failure, with an error being set.
