is_matrix_element_nonzero - Tests whether a given element of a matrix is non-zero.

DESCRIPTION

This routine is a predicate for the find_in_matrix_as_vector routine. It returns 1 if mp->elements[row][col] is non-zero.

RETURNS

NO_ERROR on success, and ERROR on failure, with an error being set.
