kjb_exec - KJB library version of execvp(2)

int kjb_exec(const char *command);
DESCRIPTION
This routine is essentially a replacement for exec(2), and is basically a
a wrapper for execvp(2).
This routine does not return unless there is some problem, in which case
ERROR is returned with an appropriate error message being set.

results are checked independantly where appropriate.
