DESCRIPTION
This is the KJB library version of fputs. This routine works together with
the rest of the KJB library to implement paging and flushing of all files
when stderr is written to.
This function is not re-entrant (i.e., not thread-safe).
RETURNS
On success the number of bytes written is return. On failure, ERROR is
returned with an error message being set.
WARNING
The that the arguments are REVERSED from fputs(3). In the KJB library
routines we tend to put the file pointer first.
