int kjb_pthread_mutex_destroy(kjb_pthread_mutex_t *mutex);
DESCRIPTION
On some platforms, a mutex might require resource allocation, in which case
this will release the resources. In any case, this tests whether the mutex
is held when you try to destroy it: that is an error.
LOCK STATUS: no, this does not block
RETURNS
NO_ERROR, if successful. If the mutex is locked this returns ERROR and
sets an error message.
