DESCRIPTION
This is used for mutexes not stored in static memory (i.e., on the stack or
heap). A mutex needs to be properly initialized, and this will do it.
LOCK STATUS: no, this does not block
RETURNS
NO_ERROR if successful. Otherwise, this sets an error message and
returns ERROR.
