ow_add_scalar_times_vector_to_vector - Adds a scalar times the second vector to the first.

	const Vector *second_vp,

DESCRIPTION

This routine adds a scalar times the second vector to the first. The second vector must fit into the first an integral number of times. The scalar times the second vector is added to each block in the first vector.

RETURNS

NO_ERROR on success, and ERROR on failure, with an error message being set.
