ow_copy_matrix_block - Copies a matrix block to an offset position of a target matrix

Matrix *target_mp,
int target_row_offset,

DESCRIPTION
This routine copies a block of source_mp into target_mp, offset by
(target_row_offset, target_col_offset). If num_rows or num_cols is negative,
then the number for rows or columns respectively in the source matrix is
used. The target matrix must be large enough to hold the entire selection,
otherwise the bug handler is called.
RETURNS
If the routine fails then ERROR is returned with and error message being
set. Otherwise NO_ERROR is returned.
