ow_min_thresh_matrix - Limits matrix elements to a minimum value

DESCRIPTION

This routine sets all elements less than the specified threshold to the threshold value. Elements in the matrix specified by the pointer to a matrix object "mp" are compared to the threshold value "min". All elements less than "min" are set equal to "min". The result is placed back into the matrix specified by "mp", overwriting the original contents.

RETURNS

NO_ERROR on success, ERROR on failure.
