NAME
ow_multiply_vectors - Multiplies the first vector by the second.

DESCRIPTION
This routine multiplies the first vector by the second. The second vector
must fit into the first an integral number of times. The second vector is
multiplies each block in the first vector elementwise.
RETURNS
NO_ERROR on success, and ERROR on failure, with an error message being
set.
NOTE
This should probably be called ow_multiply_vectors_ew().
