ow_zero_matrix - Sets all elements of a matrix to zero

int ow_zero_matrix(Matrix *mp);
DESCRIPTION
This routine sets all elements of a matrix to zero. The matrix must have
already been created.
RETURNS
NO_ERROR on success and ERROR on failure. Failure is only possible if the
matrix is NULL or malformed, and this is treated as a bug.
