plot_add_label - Adds a lable to a plot.

DESCRIPTION

This routine adds a lable to a plot. It nees a plot handle, a character string for the label, and a X and Y coordinate for the position of the string. The coordinates are in the plot coordinate systing.

RETURNS

NO_ERROR on success, and ERROR on failure, with an error message being set.
