DESCRIPTION

This routine plots the bars with hieghts given in y_vp. The thrid argument (ofset) is the x coordinate of the first bar, and bars are spaced "step" units apart. If label_str is not NULL, than it is used to label the bar.

RETURNS

NO_ERROR on success, and ERROR on failure, with an error message being set.
