DESCRIPTION
This routine plots the values stored in a mtrix as a 3D plot. The plot
handle, plot_id, MUST be a 3D plot. Sending a handle for a 2D plot is
currently treated as a bug. The ranges of X and Y must be specified.
If the matrix is NULL, then this is a NOP.
RETURNS
NO_ERROR on success, and ERROR on failure, with an error message being
set.
