DESCRIPTION
This routine is another interface to plot points. The points are given by two
vectors, one for the X-ordinates and one for the Y-ordinates. If name is not
NULL, it labels the point group.
RETURNS
NO_ERROR on success, and ERROR on failure, with an error message being
set.
