pop_no_overwrite - Restores previous behavior regarding clobbering files

void pop_no_overwrite(void);
DESCRIPTION
This routine restores the error action to the behaviour before the last
push_no_overwrite().
If the stack is NULL, then this is treated as a bug in development code, and
silently ignored otherwise.
