safe_ow_scale_vector_by_sum_2 - Scales a vector so that the sum of elements is 1

DESCRIPTION
This routine is like ow_scale_vector_by_sum_2(3), except that if the scale
were to lead to divide by zero, then a warning message is printed, and the
vector is set to uniform values.
If "vp" is NULL, then this routine simply returns NO_ERROR.
RETURNS
NO_ERROR on success, ERROR on failure.
