send_command_to_plot - Sends a command to a plot

DESCRIPTION
This routine is for all else fails. Ideally one would modify the library code
to provide the needed facility. However, if hacking is required, a command to
the gnuplot(1) process doing the plotting can be sent via this command. The
obvious problem is that the command will be wrong or irrelavent if gnuplot
was no longer the plotting system, which will likely be under user control at
some point.
RETURNS
NO_ERROR on success, and ERROR on failure, with an error message being
set.
